Lots of eyeshadow colours suit orange chlothing. For example:

That can be tricky with orange. Try for lighter colors. Brown can match with ANYTHING if you use it right, try a lighter brown with bright orange, and the lighter the orange color gets the darker you can go. You can also use gray or bronze, but brown would be the best. and please do NOT wear black...

Bronze color, gold or brown. If the top is a bright color orange, then it will stand out on it's own. if so dont use bright bright eyeshadow, it will just look distracting.
I was amazed the other day when I tried orange eyeshadow and black eyeliner. It looked great! I am blond with blue eyes - give it a go. If this does not suit you use brown eye shadow.
