You should put on whatever color you are using realy heavy and then you can either rub a little off at a time to get the color you want or put light tan or white over it until it gets the color you want. whether ur using an eyeshadow brush, sponge, or just ur fingers, u can dip ur apparatus in water and pick up the eyeshadow color. the water brings out the intensity in the eyeshadow by making it darker and more vibrant.
to make the color of your eyeshadow pop.. you have to use a color near to the color of your eyes but somehow a little brighter.. :) find a eyeshadow compact the has the the shades of the color of your eyes. :)

i usually use remmel eyeshadow smoky eyes.
and it helps my eyes pop a lil.
so instead of it just being dark brown it actually makes it look lighter.
shimmer any color. i use to use lipgloss as a primer cuz it darkens it enough on my lighter skin.
try an eye primer.
Start with the brightest colors you can find and blend in a bit of white to tone it down.
Mary Kay has an Eye Primer that is good. Look for it at www.marykay.com/akosmoore. You may also want to try another brand of shadows. You can also dampen your brush with water. This usually helps.
When you apply foundation on your skin also apply this on your eye lids and on the top and bottom. This will be the base for your makeup and makes it last longer. Then use a light shade of eye shadow. Tan, white or beige over it. Next apply for example baby blue or light blue on the lower part of your eye lids only. Then only on the crease of your eyes use a darker shade of blue. Brushing inwards right on your crease from the outer side of your eyes. When you apply a dark shade you need to tap the brush or the applicator so you don't put so much color on your eyes. Only apply this on the outer side of your eye lids and while blending brush it inwards where ever the crease is. this may be a little biased because i'm an avid m.a.c cosmetics user, but the thing i swear by, and use every day to make my eyeshadow really pop is their shadesticks. these are twistable sticks that look like really thick eyeliner and go on like cream eyeshadow. they come in a variety of colours, but i mostly use a neutral shade under all my eyeshadow to make colour stick better and to make the colour more vivid. it also helps your eyeshadow from creasing or fading throughout the day. you can also just wear them as an eyeshadow if you wish. only downside is that to some people they may seem pricey $19.50 CAD/$16.00 US

a cheaper option that i've heard of is using plain chapstick as a base, but to me this seems odd and...sticky.
